If you have a passport from a country that is no longer a member of the Brussels-based international organization, the International Civil Aviation Organization (ICAO), then you may need to purchase a Royal Pass before flying.
Royal Passes are available to holders of passports from the ICAO Participating States and abolished States, provided that your passport is still valid for international travel. First, you need to decide how many royals you would like.
The number of royals is based on the amount of time you want the pass for. A 3-day Royal pass costs 3800 royals while a 7-day pass costs 7200 royals.
Passes can only be used by people who are physically resident in the Netherlands. People who are not physically resident but stay in the Netherlands for a minimum of 90 days within 12 months can get a Resident Card which entitles them to use most public services and to purchase a Royal Pass for themselves and their immediate family members.

If you want to visit Bulgaria, and want to do so without having to worry about obtaining a visa, the best solution is to purchase an official Royal Pass. This pass allows holders unrestricted access to all state institutions and tourist sites in the country for a certain period.
The Royal Pass can be purchased from authorized vendors across Bulgaria. It costs anywhere from 10 leva (around 5 USD) for a one-day pass up to 100 leva for a three-month pass. The cost of the pass does not include travel costs, so be sure to budget accordingly.

Well, following a decision by the State Duma of the Russian Federation dated 09/09/2017, it has been decided to discontinue issuing Royal Passes for use by foreign citizens in Russia effective from 09/10/2017.
